Bicycle License Controversy&lt;/a&gt;, in which an Angeleno cyclist with the &lt;em&gt;nom de velo&lt;/em&gt; Roadblock was targeted for harassment by an LAPD that apparently has nothing better to do, for&amp;mdash;get this&amp;mdash;not having a bicycle license.&lt;/p&gt;
